She had underestimated Teyla. Twice.
For Elizabeth, the Athosians were mainly strangers that she treated like unexpected guests. Politely, but never quite trusted to understand all there is in Atlantis. It was easy to suspect them being at fault and not her own subordinates.
But when Teyla walked through that door and talked to her, turning the interrogation into something different, Elizabeth was surprised how accurate she felt Teyla's comparison to be. And when she stayed in Atlantis and not went with her people, Elizabeth wondered if there were more things between Teyla and herself that she did not see.
